Introduction
This report presents findings from our recent inspection and assessment of internally displaced persons (IDPs) residing in Qarbooshe Village, located approximately 8 kilometers east of Hargeisa Airport. The purpose of this visit was to evaluate their socio-economic conditions and identify urgent needs for humanitarian intervention.
– Background
Qarbooshe Village hosts approximately 650 families, comprising mainly:
– Nomadic people who lost their livestock due to recent drought and were displaced from rural areas.
– Landless individuals unable to afford rent, who migrated to the city seeking shelter and livelihood opportunities.
These displaced populations were provided land in Qarbooshe and settled there, residing for the past 7 years.
– Current Living Conditions
The living conditions of the IDPs in Qarbooshe are dire, with minimal access to basic facilities:
– Education:A small primary school with 150 students.
– Healthcare: A two-room Maternal and Child Health (MCH) clinic staffed by a single doctor.
– Water and Sanitation: Lack of adequate water sources and sanitation facilities such as toilets.
The absence of these essential services exacerbates their vulnerability and hampers their overall well-being.
Needs and Challenges
The Qarbooshe IDPs Committee has expressed urgent need for humanitarian assistance. Key challenges include:
– Lack of clean water and sanitation facilities.
– Insufficient healthcare and education services.
– Food insecurity and livelihood constraints.
– Limited access to economic opportunities.
The committee emphasizes that these displaced populations should be officially recognized as residents of the capital and included in ongoing assistance programs.
Recommendations
Based on our assessment, the following actions are recommended:
1.Immediate Humanitarian Aid:Provision of clean water, sanitation facilities, food, and healthcare services to address urgent needs.
2.Inclusion in Assistance Programs: Official recognition of Qarbooshe IDPs in government and humanitarian aid distributions to ensure equitable support.
3. Infrastructure Development: Investment in basic infrastructure such as water supply systems, sanitation, and educational facilities.
4. Long-term Solutions: Explore sustainable livelihood programs and legal land tenure security to enhance resilience and self-sufficiency.
5. Monitoring and Evaluation: Establish ongoing assessment mechanisms to track progress and adapt interventions accordingly.

The socio-economic conditions of the IDPs in Qarbooshe Village are critical and demand immediate attention. The collective efforts of government agencies and humanitarian organizations are vital to providing them with the necessary support to improve their living standards and secure their rights.
